U.S. law requires the Secretary of State to provide Congress, by April 30 of each year, a full and complete report on terrorism with regard to those countries and groups meeting criteria set forth in the legislation. This annual report is entitled Country Reports on Terrorism. Beginning with the report for 2004, it replaced the previously published Patterns of Global Terrorism.

U.S. attention to terrorism in Latin America intensified in the aftermath of the September 2001 terrorist attacks on New York and Washington, with an increase in bilateral and regional cooperation. In its April 2007 Country Reports on Terrorism, the State Department highlighted threats in Colombia, Peru, and the tri-border area of Argentina, Brazil, and Paraguay. There were no known operational cells of Islamic terrorists in the hemisphere, but pockets of ideological supporters in the region lent financial, logistical, and moral support to terrorist groups in the Middle East. Cuba has remained on the State Department’s list of state sponsors of terrorism since 1982, which triggers a number of economic sanctions. In May 2007, for the second year in a row, the Department of State, pursuant to Arms Export Control Act, included Venezuela on the annual list of countries not cooperating on antiterrorism efforts. Congress fully funded the Administration’s FY2008 request for $8.1 million in Anti-Terrorism Assistance for Western Hemisphere countries in the Consolidated Appropriations Act for FY2008 (P.L. 110-161). In the first session of the 110th Congress, the House approved H.Con.Res. 188, which condemned the 1994 bombing of the Argentine-Israeli Mutual Association in Buenos Aires, and H.Res. 435, which expressed concern over the emerging national security implications of Iran’s efforts to expand its influence in Latin America, and emphasized the importance of eliminating Hezbollah’s financial network in the triborder area. The Senate also approved S.Con.Res. 53, which condemned the hostagetaking of three U.S. citizens for over four years by the Revolutionary Armed Forces of Colombia, while a similar resolution, H.Con.Res. 260, was introduced in the House.

The Israeli disengagement from the Gaza Strip in August 2005 created a new situation which accelerated the establishment of an area fully controlled by Hamas. It was quick to use its increased military power to make political capital in internal Palestinian affairs. It won the Palestinian Legislative Council elections in January 2006 and formed the government the following March. In June 2007 Hamas carried out a putsch in the Gaza Strip, neutralized Fatah and the Palestinian Authority’s military and political power and set up a radical Muslim entity in the Gaza Strip, nicknamed Hamastan. The new entity, supported and aided by Iran and Syria, directs its own internal and foreign affairs, conducts a terrorist campaign against Israel and has divorced itself from the PA in Judea and Samaria, led by Abu Mazen and Fatah.

El 20 de marzo de 2008, la policía de la Federación de Bosnia y Herzegovina (BiH) arrestó a cinco personas en Sarajevo y Bugojno (Bosnia Central) bajo cargos de tenencia ilegal de una gran cantidad de armas y explosivos y la sospecha de planear actos terroristas. On March 9, 2008, the London Sunday Times published an interview held in Gaza City by correspondent Marie Colvin, who met with a senior operative belonging to the Izzedine al-Qassam Brigades, Hamas’s terrorist operative wing. He was accompanied by an operative from Hamas’s weapons manufacturing wing, whose job is putting together explosive mixtures for use in Qassam rockets. The senior operative was speaking on the record but preferred to remain anonymous (although his physical description appears in the article).

Existen numerosas experiencias de radicalización yihadista en prisiones, algunas de ellas también en España. Este artículo describe en primer lugar la situación de los internos de origen musulmán en las prisiones españolas, y analiza los retos y disfunciones que afronta el sistema penitenciario español. Se trata de puntos débiles que afectan a la relación entre internos yihadistas y presos comunes de origen musulmán, a la vigilancia y control de la vida cotidiana de los internos, de la posible difusión de documentos radicales dentro de las prisiones y de las comunicaciones entre el interior y exterior de los centros. En conjunto, se advierte la falta de un plan estratégico por parte de la Administración penitenciaria para la prevención de la radicalización yihadista.

Counterterrorism, like espionage and covert action, is not a spectator sport. The more a country practices, the better it gets. France has become the most accomplished counterterrorism practitioner in Europe. None of the western European counterterrorism officials we have met with over the last eighteen months would dissent from this view. And while there may be a debate about which European state has had the most experience dealing with terrorism—be it Germany with its Baader-Meinhof Group, Italy with its Red Brigades, Spain with the Basque separatist group Euskadi Ta Askatasuna, or even Great Britain with the Irish Republican Army—there is no question that France has had as much experience with the most virulent, police-resistant forms of modern terrorism as any of them. Whereas September 11, 2001, was a heart-stopping shock to the American counterterrorism establishment—and only slightly less revolutionary for many in Europe—it was not a révolution des mentalités in Paris.

The United States has been actively engaged in prosecuting the Global War on Terrorism (GWOT) since September 2001. However, after 5 years of national effort that has included the loss of over 3,000 service members in combat operations, many question whether the U.S. strategy is working, and whether the United States understands how to combat an enemy motivated by a radical revolutionary religious ideology. The author reviews the pertinent cultural history and background of Islam and then posits three root causes of this conflict: the lack of wealth-sharing in Islamic countries, resentment of Western exploitation of Islamic countries, and a U.S. credibility gap within the Islamic community. Following this discussion of root causes, this analysis compares the Ends, Ways and Means of the U.S. Strategy for Combating Terrorism with that of terrorist organizations such as al-Qai’da. The author concludes that the United States is not achieving its long-term strategic objectives in the GWOT. He then recommends that U.S. strategy focus on the root causes of Islamic hostility. Accordingly, the United States should combat radical Islam from within the Islamic community by consistently supporting the efforts of moderate Islamic nations to build democratic institutions that are acceptable in Islamic terms.

By its nature, war is a formative event. Often when war begins, various processes come to an end and are replaced by new ones. The Second Lebanon War is no exception. The campaign that took place in Lebanon and on the Israeli home front had a profound impact on the Israeli and Lebanese sides. This essay analyzes the effect of the war on Hizbollah’s military doctrine and reviews its rehabilitation process over the last year. All the more so as we tackle the most immediate and acute peacetime threat in the 98-year history of my Service. Diplomacy is a vital tool of national security. The aim of this report is to make the diplomatic pursuit of U.S. interests abroad even more effective than it is today. Our diplomats and those who support them must have the right tools and capacity to do their work. This is an urgent national priority. Transnational threats, including terrorism, put U.S. citizens and national interests at risk. Potential competitor nations are emerging on the global stage. Anti-Americanism can have lethal consequences for our nation and its citizens. Operating in a higherthreat environment is part of today’s diplomatic job. Traditional diplomacy—where government and social elites interact in highly formal channels—is being transformed. U.S. diplomats will still need to influence foreign governments, but increasingly they will work directly with diverse parts of other nations’ societies. The Embassy of the Future Commission envisions an embassy presence in which U.S. officials reach out broadly, engage societies comprehensively, and build relationships with key audiences effectively. This project is called the “Embassy of the Future,” but “embassy” is meant in a broad sense, of which embassy buildings are only one dimension. The commission underscores that the U.S. presence and our diplomacy are about our people—Foreign Service, Civil Service, Foreign Service nationals and other locally employed staff—and their capacity to carry out their mission.

Today, all eyes are on the presidential election, the latest arena in the ongoing struggle between pro- and anti-government forces. Since the end of the Cold War, failed or failing states and ungoverned territories within otherwise viable states have become a more common international phenomenon. Many of the crises that have required intervention by U.S. or international forces were produced by the collapse or absence of state authority. These ungoverned territories generate all manner of security problems, such as civil conflict and humanitarian crises, arms and drug smuggling, piracy, and refugee flows. They threaten regional stability and security and generate demands on U.S. military resources. The problem of dealing with ungoverned areas has taken on increased urgency since 9/11, which demonstrated how terrorists can use sanctuaries in the most remote and hitherto ignored regions of the world to mount devastating attacks against the United States and its friends and allies.

According to the U.S. State Department 2007 International Narcotics Control Strategy Report, “Saudi donors and unregulated charities have been a major source of financing to extremist and terrorist groups over the past 25 years.” The September 11, 2001 attacks fueled criticisms within the United States of alleged Saudi involvement in terrorism or of Saudi laxity in acting against terrorist groups. The final report released by the bipartisan National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) indicates that the Commission “found no evidence that the Saudi government as an institution or senior Saudi officials individually funded [Al Qaeda].” The report also states, however, that Saudi Arabia “was a place where Al Qaeda raised money directly from individuals and through charities” and indicates that “charities with significant Saudi government sponsorship” may have diverted funding to Al Qaeda. A three-year peace process between the government of Alvaro Uribe and the left-wing National Liberation Army (ELN) is at a standstill, with concern rising that it is doomed by mutual recalcitrance. The insurgent group, while much smaller than the more prominent (and notorious) Revolutionary Armed Forces of Colombia (FARC), is probably both militarily stronger than the government believes and politically weaker than its leaders think. To counteract the spread of frustration and prevent failure, the government and the rebels should immediately explore creative options, as much to begin to establish some badly needed mutual confidence as to tackle the persistent procedural and substantive bottlenecks.

Since September 2001, the United States has increased focus on radical Islamist and terrorist groups in Southeast Asia, particularly those in the Philippines, Indonesia, Malaysia, Thailand, and Singapore. Southeast Asia is a base for past, current, and possibly future terrorist operations. Al Qaeda penetrated the region by establishing local cells, training Southeast Asians in its camps in Afghanistan, and by financing and cooperating with indigenous radical Islamist groups. While terrorism has been with us for centuries, the destructive power and global reach of modern terrorism is unprecedented. The entire world witnessed the attacks of September 11, 2001, but most of the attacks and attempted attacks since then have shown 9/11 to be an anomaly rather than the standard pattern for terrorism in the homeland. If the post-September 11th world has taught us anything, it is that the tools for conducting serious terrorist attacks are becoming easier to acquire. Therefore intention becomes an increasingly important factor in the formation of terrorist cells. This study is an attempt to look at how that intention forms, hardens and leads to an attack or attempted attack using real world case studies. While the threat from overseas remains, many of the terrorist attacks or thwarted plots against cities in Europe, Canada, Australia and the United States have been conceptualized and planned by local residents/citizens who sought to attack their country of residence. The majority of these individuals began as “unremarkable” - they had “unremarkable” jobs, had lived “unremarkable” lives and had little, if any criminal history. The recently thwarted plot by homegrown jihadists, in May 2007, against Fort Dix in New Jersey, only underscores the seriousness of this emerging threat.

The dramatic developments which led to the Hamas takeover of the Gaza Strip and the creation of “Hamastan” surprised Iran, in our assessment, and created a new situation in the internal Palestinian arena, which holds both opportunities and risks for Iran. The main ones are the following: A. On May 20, Israel Security Agency arrested at the Erez crossing two female residents of the Gaza Strip who intended to perpetrate a double suicide bombing attack at a crowded place in Tel-Aviv and in Netanya. As the lebanese Army continues to battle Fatah al-Islam, a jihadist group operating in the Nahr Bared Palestinian refugee camp in northern Lebanon, questions are being raised about the group's relationship to Al Qaeda and whether it is an official part of Osama bin Laden's network. They wonder why people in Middle East hate us when Arabiclanguage satellite TV channels saturate viewers with ceaseless, bloody images of maimed and slain Iraqi children and grandparents, cut down and blasted apart either by the day’s bombings or Coalition operations. The sight of a child reclining placidly in a worn-out hospital bed breaks the heart when the camera lens pulls back and shows the bandaged stumps of a freshly amputated arm or leg. Few such images, to say nothing of the R-rated gore of a bombing aftermath, make it on heavily sanitized American TV.

Can the United States deter a nuclear terrorist attack? Two conventional wisdoms prevail on this question. One contends that Cold War ideas about deterrence are utterly irrelevant to coping with an enemy such as al Qaeda, whose members are unafraid of earthly punishments and whose leaders lack a return address at which to direct retaliation. The other suggests, more optimistically, that nuclear forensics make it possible for the United States to determine the origin of nuclear bombs and thus credibly threaten retaliation against any state that transfers nuclear material, weapons, or knowledge to terrorists. I cannot begin to describe how great a privilege it is, indeed an honour, to be invited to deliver this, the first Colin Cramphorn Memorial Lecture. I was delighted when Dean asked me, but only later realised the enormity of the task. The challenge of putting together some thoughts that could in any way do justice to Colin’s memory was daunting. Colin, as everyone who knew him can testify, was a man of enormous knowledge of his chosen profession. But it was not simply a bookish knowledge. He had an instinctive feel for policing. He understood police officers, their thoughts, their hopes and fears. But he also understood communities. He knew what people wanted and expected from their police service. He was always able to see policing in a broader context, to understand the links and dependencies between the act of policing, if I can put it like that, and the communities and institutions that we as police officers serve. He knew that the relationship between the police and citizens is delicate, indeed often fragile. He also knew that maintaining that relationship depends not only on what happens on the street. He realised that if the public are to have confidence, it is vital that policing is properly understood by those who represent the interests of citizens at both local and national level, by local and central government, by the judicial system, and of course by the media. This often feels like a complex web of sometimes competing interests, and it is that very complexity that Colin understood so well.

At the end of July 2006, Moroccan authorities dismantled Ansar al-Mahdi, a previously unknown terrorist group, and made initial arrests of 44 people. The number of arrestees later grew to 56 and spanned multiple cities in northern Morocco. The group itself was unique and included an eclectic mix of drug traffickers, wives of Air Maroc pilots and members of the armed forces reportedly led by Hassan al-Khattab—a known Salafi-Jihadi aspirant who was imprisoned for two years in 2003 following the Casablanca bombings (La Gazette du Maroc, August 21, 2006; L'Expression, August 13, 2006).

Iraq’s descent into civil war and Iran’s growing influence in the Middle East have dominated discussions throughout Washington’s foreign policy community. Many have viewed and interpreted these developments from the prism of a growing divide between Sunni and Shi’ite Muslims. Somaliland was previously known as British Somaliland and from 1960 until it unilaterally declared its independence in 1991 the northwestern region of the Somali Republic. That part of Somalia now controlled by the Transitional Federal Government (TFG) has since 1991 had three neighbors—Ethiopia, Kenya, and Somaliland—and a long Indian Ocean coastline. The TFG claims Somaliland, which has not been recognized by any state, but has wisely avoided a confrontation with the authorities in Hargeisa as it tries to consolidate its power in the former Italian Somalia. Once there is a national government in Mogadishu that is widely accepted and clearly in control of the country there inevitably will be discussions between Mogadishu and Hargeisa on the future of their relationship. In the meantime, it is advisable for the TFG to focus on more immediate challenges and leave the question of Somaliland, which is doing just fine on its own, for another day.

Este trabajo tiene como fin analizar las características internas de dos de los principales grupos yihadistas que se han formado y han actuado en nuestro país: la red de Abu Dahdah y la red de los atentados del 11-M. En nuestro estudio se examinan los perfiles personales de sus componentes, la relevancia de interacción social antes y durante la militancia yihadista, la aparición de contraculturas radicales en el seno de estos grupos, y las características e implicaciones de su estructura en red.

The phrase “A Nation at War” evokes images of mobilization of the nation’s resources: military surely, but also the government, industry, and the population. Thus far in the Global War on Terrorism (GWOT), though, the mobilization has not been on the scale seen in past “global” wars. As the Nation approached the 5-year mark of the start of the GWOT, the USAWC focused the attention of its Seventeenth Annual Strategy Conference on whether or not the evidence supports the continuing assumption that the Nation is really at war. Some would insist that the answer is obviously yes. The conference studied this question in depth with panels on the homeland security aspects, the international context, the legal foundation for the war, and the associated economic and domestic policy issues. The conclusion was that the answer to the question is not as clear as first thought. Much of the evidence suggests that the Nation—or at least some parts of it—is not at war.

The “al-Qaeda universe” does not incorporate the entirety of the terrorist or extremist threat facing the United States. Clearly, Osama bin Laden and other al-Qaeda leaders hope that their efforts will persuade other Islamic militant groups to join the global jihad. But what about the terrorist or extremist groups that are not part of the al-Qaeda network and do not adhere to its agenda? The temptation for policymakers is to set aside groups that have not chosen to join al-Qaeda as less dangerous. Yet these Islamist groups, non-Islamist terrorists, and criminal organizations still pose a threat to the United States, its interests, and its allies.
