Today, despite decades of secularism, Albania is considered a predominantly Muslim country. Yet, although it is uncertain how many of Albania’s 3.4 million inhabitants are actually practising Muslims, it is widely acknowledged that around 70 per cent of Albanians are Muslim, 20 per cent follow the Greek Orthodox Church and 10 per cent are Roman Catholic. However, these figures are based upon the 1938 census, which was the last one to record people’s religious affiliations. Before the end of the one-party state in 1991, Albania was the world's only officially declared atheist state. Since then the practice of religion has been gradually reintroduced into Albanian society following the complete ban imposed in 1967 on all forms of religious worship. Today a considerable number of Albanians have a secular identity, or no clearly defined religious identity.

Last October, I participated in a debate in London, hosted by Intelligence Squared, to consider the motion, “We should not be reluctant to assert the superiority of Western values.” Muslim intellectual Tariq Ramadan, among others, spoke against the motion; I spoke in favor, focusing on the vast disparities in freedom, human rights, and tolerance between Western and Islamic societies. Since 2001 and the international events that ensued the nature of the relationship between the West and political Islam has become a defining issue for foreign policy. In recent years a considerable amount of research and analysis has been undertaken on the issue of political Islam. This has helped to correct some of the simplistic and alarmist assumptions previously held in the West about the nature of Islamist values and intentions. Parallel to this, the European Union (EU) has developed a number of policy initiatives primarily the European Neighbourhood Policy (ENP) that in principle commit to dialogue and deeper engagement all (non-violent) political actors and civil society organisations within Arab countries. Yet many analysts and policy-makers now complain of a certain atrophy in both conceptual debate and policy development. It has been established that political Islam is a changing landscape, deeply affected by a range of circumstances, but debate often seems to have stuck on the simplistic question of ‘are Islamists democratic?’ Many independent analysts have nevertheless advocated engagement with Islamists, but the actual rapprochement between Western governments and Islamist organisations remains limited.

This report is the result of a year long investigation carried out by Policy Exchange into the character of the literature currently available in mainstream sites of Islamic religious instruction in the UK. During 2006 and 2007, four Muslim research teams travelled to towns and cities across the UK. They visited a large number of important Islamic religious institutions, including leading mosques, to determine the extent to which literature inculcating Muslim separatism and hatred of nonbelievers was accessible in those institutions - both in terms of being openly available and also being obtainable 'under the counter'. In total, almost 100 sites were visited.

Increasingly, Muslim identity goes beyond the way in which people live their daily lives and extends to the way they view their neighbors, their governments, Muslims outside their countries, and the non-Muslim world. Whereas notions of transnational Muslim solidarity were abstract for centuries, the steady migration of people and ideas—due in part to the rise of electronic media—have made Muslims’ connection to an international Muslim community far more immediate. In an effort to understand better the forms of Muslim identity and how nonradical networks and identities shape the views of Muslims across the globe, the Middle East and South Asia programs at CSIS convened a one-day conference on May 30, 2007. The conference brought together a broad range of scholars from a wide spectrum of disciplines, with expertise stretching around the globe.

One of the most common rhetorical strategies used by Islamic extremists to attack the West is to rally the "Arab street" against "the Crusaders." Today's Arab Muslims are frequently considered to be still bitter about the Crusades, the reference to which makes them "relive the barbaric encounters of those times." In just one recent example of extremist use of this rhetoric, the Zarqawi network's statement about their November 9, 2005 attacks on Jordanian hotels announced their action as attacking "a back yard for the enemies of Islam, such as the Jews and Crusaders."

Muslims constitute a growing and increasingly important segment of American society. Yet there is surprisingly little quantitative research about the attitudes and opinions of this segment of the public for two reasons. First, the U.S. Census is forbidden by law from asking questions about religious belief and affiliation, and, as a result, we know very little about the basic demographic characteristics of Muslim Americans. Second, Muslim Americans comprise such a small percentage of the U.S. population that general population surveys do not interview a sufficient number of them to allow for meaningful analysis.

The experience of Germany, with the largest Muslim population in Western Europe after France, shows that a significant Muslim population at the heart of Europe need not produce either violent Islamist groups or destabilising social unrest. Politicians now acknowledge it is a country of immigration, with a large and permanent Turkish and Muslim component. Citizenship is at last on offer, if still under difficult conditions. Neither political nor jihadi currents of Islamism have had much appeal for those of Turkish origin, three quarters of the Muslim population, and the handful of terrorist suspects that have been found have been either German converts or dual nationals of Arab origin. But there are issues that must still be addressed more effectively if the genuine integration that will ensure social peace and stability is to be created. While the political system has been preoccupied with finding, or creating, a single Islamic interlocutor for itself, more important are practical issues, especially education and jobs, which matter to the many still disadvantaged among the more than two million of Turkish origin and the hundreds of thousands of others of Muslim background.

Since the publication of their paper entitled Islamist Movements and the Democratic Process in the Arab World: Exploring the Gray Zones (Carnegie Paper 67), the authors have had continued communication with officials and members of Islamist movements and parties that have chosen to participate in the legal political process of their countries—the movements discussed in the paper. Some of the writers expressed disagreement with our analysis and even irritation that we were defining as “gray zones” issues on which their stance had been amply clarified. Such communications implied that the problem was not the Islamists’ failure to be clear but our inability to understand. Other writers, however, drew a different conclusion from our paper, namely that there remains a fundamental problem of communication between Islamist movements and Western based analysts and, most importantly, governments. Expressing a great deal of frustration, several writers asked us, in essence: “What do Islamist movements have to do in order to gain credibility in the West, so that their commitment to the democratic process will not be constantly called into question?”

There's no denying that the enemies of freedom come from free societies, from a slice of the enlightened elite who deny the benefits of democratic rights to the rest of humanity, and more specifically to their compatriots, if they're unfortunate enough to belong to another religion or ethnic group. To be convinced of this one need only glance through two recent texts: "Murder in Amsterdam" by the British-Dutch author Ian Buruma on the murder of Theo Van Gogh and the review of this book by English journalist and academic Timothy Garton Ash in the New York Review of Books. Buruma's reportage, executed in the Anglo-Saxon style, is fascinating in that it gives voice to all of the protagonists of the drama, the murderer as well as his victim, with apparent impartiality.

S ince September 11, 20 01, promoting democracy has been a cornerstone of the Bush administration’s Middle East policy. The best antidote to radicalism and terror, as President Bush has said, is the tolerance and hope kindled in free societies. To promote this vision, in December 2002 the administration established the Middle East Partnership Initiative, or MEPI, an office in the State Department’s Bureau of Near Eastern Affairs assigned the task of promoting democracy in the region. Since then, Washington has allocated hundreds of millions of dollars to advancing Middle Eastern civil society. From 2002 to 2005, the administration also pursued an active policy of challenging regional allies and adversaries to liberalize and democratize.

European Muslims are a highly diverse mix of ethnicities, religious affiliation, philosophical beliefs, political persuasion, secular tendencies, languages and cultural traditions, constituting the second largest religious group of Europe’s multi-faith society. This paper starts from the premise that radical Islam is a multiform phenomenon. Radical Islam consists of many movements and groups that, although related (in particular concerning faith and anti-Western sentiments), may harbour very different views on aims and means. The term "Islamofascism" was introduced by the French writer Maxine Rodinson (1915-2004) to describe the Iranian Revolution of 1978. Rodinson was a Marxist, who described as "fascist" any movement of which he disapproved. But we should be grateful to him for coining a word that enables people on the left to denounce our common enemy. After all, other French leftists -- Michel Foucault, for example -- had welcomed the revolution as an amusing threat to Western interests. Some have suggested the latest round of fighting between Israel and the Iranian-backed Hezbollah organization in Lebanon is the beginning of World War III. But a better analogy may be the 1936 Spanish Civil War. As Israel’s offensive against Hezbollah terrorists stretches into its third week, several critical points continue to elude Western commentators about the conflict in Lebanon. First, there is no sign that the West is taking seriously the repeated claim by Hezbollah, Iranian officials and al-Qaeda leaders that they love death more than we love life and that they prize the deaths of civilians above all. Nasrallah and likeminded terror leaders understand that the more civilians die, the better they look, and the more prestige they enjoy among the mobs of the Middle East. Bernard Lewis came to the New World in the nick of time. Fate -or, more appropriately, history -decreed his American journey and the direction it would take. America welcomed a victim of political and religious persecution this week. Ayaan Hirsi Ali has been living for years with death threats for her criticisms of radical Islam. But in the end it was not her former co-religionists who have caused her to seek refuge in the U.S. It was rather the native-born citizens of her adopted country, the Netherlands, that have driven her off. If the reader will forgive a little indulgence in the soft bigotry of low expectations, it is the role of her fellow Dutchmen and women that are most worthy of contempt in this tale.
