The institute is a nonpartisan public policy research foundation named for Cato´s Letters, libertarian pamphlets that helped lay the philosophical foundation for the American Revolution. The institute seeks to broaden the parameters of public policy debate to allow consideration of more options that are consistent with the traditional American principles of limited government, individual liberty and peace. Toward that goal, it strives to achieve greater involvement of the intelligent, concerned lay public in questions of policy and the proper role of government.

The center is an independent membership-driven organization with more than 100 corporate members and a large number of central banks, diplomatic missions and international business organizations in its constituency. Its core business is the conduct of policy research on European affairs and the broad dissemination of its findings through a regular flow of publications, public events and electronic commentary. It strives to bring new knowledge to the attention of decision makers and to offer fresh insights into important public policy issues of the day. CEPS has consolidated its work into two broad policy areas: economic policy and politics, institutions and security. The center's resourceful research staff is keenly aware of the continuous need to engage the outside world in active debate as both a monitor of and a sounding board for their work; this constant interaction is an essential source of strength in CEPS' work and a validation of its relevance.

CEPR promotes independent, objective analysis and public discussion of open economies and the relations among them. CEPR coordinates the activities of an international network of over 600 research fellows and affiliates, bringing economic research to bear on the analysis of medium- and long-range policy questions. The center's research ranges from open-economy macroeconomics to trade policy and from the economic transformation of Central and Eastern Europe, Russia, and the CIS to European competition policy. There is a particular emphasis on all aspects of European integration. CEPR undertakes a wide variety of research that addresses European policy issues and publishes over 500 discussion papers annually in addition to monographs, newsletters, and policy reports.
