ICPS aims to promote public policy concepts and practice and apply them to influential policy research that affects both the public and private sectors in the Ukraine. ICPS assists the government of Ukraine and the public at large in increasing their awareness of the need to analyze policy alternatives, research the possible implications of adopting or rejecting each policy alternative, and reconcile competitive interests. ICPS's objective is to establish procedures for substantive dialogue in the Ukraine between representatives of the legislative and executive arms of government and the public. ICPS utilizes its experience in compliance with the requirements for building an open society. ICPS is convinced that democracy is not a gift granted to some nations, but an instrument that can be learned. An important attribute of democracy is the acknowledged legitimacy of different social interests, which are ensured by a voice through free and fair elections, a political opposition, and freedom of the press. State policy in a democracy should promote the right of these voices to be heard. ICPS use the same instruments of public policy and "everyday democracy" that are widely applied throughout the world to help the Ukraine become a truly democratic country.

Think-Tanks nº 222
CASE Ukraine was founded by the Polish CASE Foundation with the aim of promoting research in the economic, political, and social spheres, thereby contributing to the process of development of civil society in Ukraine. CASE Ukraine staff have worked in a number of joint projects with the Harvard Institute for International Development (HIID), the Soros International Economic Advisory Group (SIEAG), the Barents Group, and others. CASE Ukraine is a member of the CASE Network, established by the CASE Foundation, which includes think tanks in Poland, Russia, Ukraine, Belarus, Moldova, Georgia, and Kyrgyzstan. As a member of this network, CASE Ukraine can benefit from shared experience, and project staff include local and international researchers working in CIS and Eastern European countries. CASE Ukraine's main areas of focus are (1) macroeconomic policy (tax reform, financial sector reform, fiscal imbalance measurement, demonetization, exchange rate policy, and financial crises); (2) institutional development (the virtual economy, barter, arrears, property rights protection, and nonmonetary transactions); (3) enterprise restructuring and development; (4) the banking sector; (5) trade policy; (6) social policy; and (7) public sector reforms and strengthening reform capacity.
