IIPE maintains wide-ranging research activities; has a library in the field of international relations, including the licensed depository library of EU, UN, and NATO publications, and its own publishing house; and is an international relations institute in the Union of Serbia and Montenegro. IIPE is regulated by federal law, which stipulates a close working partnership with the Federal Ministry of Foreign Affairs. IIPE's research currently focuses on specific issues concerning the integration of the country into the international community and a redefinition of the international strategy of Serbia and Montenegro. IIPE programs are dedicated to reviving independent and critical research in the field of international relations, based on the presumption that foreign policy grounded upon a genuine respect for democratic principles should lead Serbia and Montenegro into the EU and other international and European structures.

CSS is a source of independent information and research on a broad range of national and international issues affecting Serbia and Montenegro. In the decade marked by the Milosevic dictatorship, CSS continually expressed strong criticism of the regime's foreign policy and international strategy that involved the country in permanent conflict with the international community. With the prevalence of democratic forces, the center's focus of research shifted to specific issues of the country's integration with the international community and a redefinition of Serbia and Montenegro international strategy. Research is guided by a strong appreciation of the ideals of democracy, civil society, and criminal responsibility as a precondition for democratization and conciliation with Western powers. CSS promotes the idea that the fulfillment of conditions for membership in the EU is a test of the democratic maturity of any European society and encourages research into issues relevant to achieving this objective.

IEM, established as a specialist body for foreign market research and studying the tendencies of the world economy, was subordinated to the Ministry of Foreign Trade in 1970. In 1990, IEM was brought under the jurisdiction of the Romanian Academy to support the process of the country's transition to a market economy and its integration into the global economy. Recent activities have focused on macroeconomic modeling, with particular emphasis on the Romanian economy in transition and offering policy formulation advice. As a result of Romania's permanent concerns regarding integration into the EU, in 2000 IEM established its European Studies and Affairs Centre-Internal Market and Competition. The main goal of this center is to support advanced adult education programs in the field of European affairs. IEM's activities in research, education, consultancy, and information dissemination play an important role in the process of Romania's integration into the EU.

EURISC Foundation was set up to study and promote issues related to risk, security, and communication. It seeks to promote dialogue, education, training, and research on major issues of national and international security, focusing on nonmilitary risks, security culture in relation to Romania's European and Euro-Atlantic integration processes (EU and NATO), and civil-military relations. In recent years, the foundation has focused on the following issues: global partnership for a sustainable security system; security standards; security rating; democratic control over the security sector and security sector reform; fighting terrorism, transborder organized crime, corruption; law enforcement in terms of national security; public-private partnership in security matters; private security, small arms and light weapons; risk and vulnerabilities, including those related to finance and assurance issues, critical infrastructures and good governance; science, technology; energy and security; the new geopolitical axis comprising the Caspian Sea-Black Sea-Mediterranean Sea; defense, foreign policy and diplomacy; national interest; global issues; and political issues related to information, communication management and public relations.

CPSCA is a nongovernmental think tank whose mission is to foster the development of a democratic, market-oriented society in Romania by providing accurate and timely information for public debate. CPSCA works with both domestic and international partners to analyze and promote positions on a variety of topics, from public policy to macroeconomics, which affect Romania's transition to an open society. Specifically, CPSCA assesses the transition experience in postcommunist Romania, analyzes the policies applied during the transition process, identifies and initiates alternative reform resources, and supports the modernization of public administration, management, and socio-political communication.

RIEAS is primarily focused on promoting research and policy analysis on Southeastern Europe and the broader Eastern Mediterranean region, which are seen as integral parts of the global security model that emerged after the breakup of the USSR. RIEAS cooperates with other NGOs, particularly educational and foreign policy research institutions, in providing forums for the analysis of various security, intelligence, and policy issues affecting relations between the countries of the region and the Western alliance. A major part of RIEAS's ongoing research concentrates on Greek foreign and security policy. Greece faces long-term instability in its Balkan neighborhood, plus continuing tensions with Turkey, and one of RIEAS's key objectives is to offer strategic analysis of Greek security and provide proactive, anticipatory thinking on a wide range of political and defense policy issues. In pursuit of its objectives, RIEAS particularly welcomes collaboration with younger scholars in the early stages of their academic careers and is committed to innovation, free thinking, and participation.

IIR, which is affiliated with Panteion University, was founded by a group of international relations scholars under the leadership of Director Dimitri Constas. Its objective is to advance understanding of world issues in the areas of international politics, security, business and economics, especially in the often neglected areas of the Balkans and Southeastern Europe. Specifically, the insitute seeks to generate new ideas and perspectives in its areas of competence through ongoing research programs, training activities, seminars, conferences and relevant publications. It seeks to contribute constructively on the dialogue regarding Greek foreign policy and security considerations in Europe, the Balkans and the Middle East. Finally, IIR aims to foster the development of relevant networks among academics, international relations specialists, policy makers, members of the media and students.

ELIAMEP, a policy-oriented research and training institute, was founded as a forum for the study and understanding of issues related to foreign and security policy, European affairs, and international relations. ELIAMEP's objectives are to research topics pertaining to European foreign and security policies in the wider Southeast European, Black Sea, and Mediterranean regions; and study issues relevant to European integration, international politics, transatlantic relations, security, and economics in order to contribute to and influence public debate. The foundation provides decision-makers, both in the public and private sectors in Greece and abroad, with authoritative and independent information, analysis, and proposals for action. A further objective is to train professionals in a variety of areas, including conflict prevention, management and resolution skills, European integration, the monitoring of democratic elections and civil society building, the role of the media in civil societies, and the creation of international networks of leaders committed to working together to enhance cooperation in Europe and the Mediterranean region. Finally, ELIAMEP aims at strengthening the domestic research community and raising public awareness about foreign policy and international affairs.

IER is a public institution under the jurisdiction of the Ministry of Education, Science and Sport. It is an autonomous research organization with a long tradition in the field of macroeconomic and microeconomic analysis. The Institute for Economics, Statistics and Demography, which joined the Economic Institute to become IER, brought to the newly established institute experience in the field of international trade and sectoral structural analyses. In the 1960s and `70s, significant results were achieved in applying econometric methods and input-output methodology for macroeconomic analysis. Regional studies and economic assessment of important infrastructure projects were also carried out. In the `80s, the institute performed research on strategic studies at the macroeconomic, regional and microeconomic levels. The growing awareness of the importance of entrepreneurship in the late `80s gave rise to new research topics such as strategic planning, financial restructuring of enterprises, business appraisal and feasibility studies.

IMO is a public, scientific, and policy research institute that was established by the University of Zagreb and the Croatian Chamber of Commerce as the Africa Research Institute, which changed its name to the Institute for Developing Countries in 1971. Its focus on interdisciplinary research in international relations and global processes led to another name change in 1989, when it was renamed the Institute for Development and International Relations (IRMO). Reflecting a new direction in research, the name was changed again in 1996 to the Institute for International Relations. Its mission then was to contribute to the increase of awareness of international relations and communication as well as of Croatia's international position and provide strategic decision support and decision analysis services to decision-makers. IMO contributes to the understanding of international economic and political relations, privatization, regional and local development, competitiveness and trade policies, European integration, culture and communication, and environmental policies through interdisciplinary scientific and policy research; organization of conferences, workshops, and specialist training programs; improvement of information and networking; and publication of books, reviews, and newsletters.

IME's mission is to elaborate and advocate market approaches to challenge citizens and businesses pursuing their undertakings. IME objectives are to provide: independent assessment and analysis of the government's economic policies; a focal point for an exchange of views on market economics and relevant policy issues; and an internationally supported Bulgarian think thank with its expertise. IME is an initiator and co-founder of the Balkan Network of public policy institutes to study fragmented capital and finance markets, quasi-fiscal subsidies and informal labor market, and impacts of different crisis situations and embargoes, and to disseminate ideas for regional cooperation and exchange. IME is also a co-founder of the 3-E-Net (Emerging European Economies Network), a joint venture of seventeen policy institutes from eleven countries in the region to advocate market reforms. In addition, IME is a member of the Economic Freedom Network, and co-publisher of Economic Freedom of the World Annual Report.

Club "Economika 2000" is a nongovernmental, high-tech consultancy, research, and training organization. Its activities are dedicated to the economic development and prosperity of the Bulgarian nation and transition economies, including real economy restructuring, regional development, environmental protection management, social policy, and public administration reforms. It carries out socio-economic research, provides consultation, organizes and manages training programs, and creates opportunities for debate and the sharing of ideas towards the achievement of sustainable development. Club "Economika 2000" aims at assisting socio-economic and political reforms, which are directed toward achieving the sustainable development of the economy and democracy. For this purpose, it (1) implements theoretical and applied research in the socio-economic sphere; (2) compares research hypotheses and results with the actual situation; (3) publicizes its assessment of political concepts and activities; (4) builds bridges between politicians and modern economic ideas; and (5) promotes the sharing of expertise between different cultural communities concerning economic activities. CED's goals are (1) to contribute actively to Bulgaria's economic development and achievement of sustainable growth; (2) to play a key role in formulating economic policy options and to promote public debate on major economic issues; and (3) to foster cooperation between the public, private and NGO sectors and educational institutions in addressing economic problems. CED achieves its goals through economic research, analysis, and elaboration of current economic legislation. CED develops economic policy options, advocates appropriate implementation of policies, and promotes the sharing of ideas and information among experts. CED increases public awareness through the dissemination of findings, organizing workshops, conferences, and other public events. CED also works proactively in shaping Bulgaria's reforms and the achievement of a well-functioning market economy by focusing its activities in priority areas, including competitiveness and economic growth, territorial development, social policy, public finance and fiscal policy, high-tech development, infrastructure, energy and transport, enterprise policy, anticorruption activities, Bulgaria's EU accession, reliable economic information, and CED's Internet portals.

CSD is interdisciplinary public policy institute committed to the values of democracy and a market economy and the fostering of the reform process in Bulgaria. Its objectives are to provide an enhanced institutional and policy capacity for a successful Euro-Atlantic integration process, promote institutional reform and the practical implementation of democratic values in legal and economic practice, and monitor public opinion and serve as a watchdog of the institutional reform process in the country, among others. CSD has pioneered the establishment of key democratic institutions in Bulgaria and taken the lead in a number of legislative reforms areas. In the last few years, it has been at the forefront in Bulgaria and other countries in Southeastern Europe in researching and advocating policy reform in the security sector. The activities of CSD are structured into four programs: economics, law, Europe, and sociology (Vitosha Research). CSD acts as secretariat to Coalition 2000, a public-private anticorruption initiative in Bulgaria, and the Southeast European Legal Development Initiative (SELDI). Since December 1993, CSD has hosted the Information and Documentation Centre on the Council of Europe.

ASA, an independent, nonprofit public policy oriented think tank, specializes in social and institutional assessment, the development of social marketing programs, and the design, conduct and analysis of qualitative research and quantitative social and political surveys on behalf of various public and private bodies. In addition, the agency provides training and consulting for private and public institutions. It monitors the changing attitudes, values and believes of the Bulgarian public through comparable social surveys, conducted annually on the basis of a national representative random sampling.

ISB's main goal is to promote and support the development of democratic systems and the free market as well as the integration of Albania into Europe. ISB is an active nongovernmental organization built on technical capacities, impartiality, civic responsibility, and the ability to build strategic coalitions and networks, offering alternative opinions on development policies and advocating their adoption and implementation. The institute initiates its own research and policy activities and promotes the participation of interest groups with the aim of increasing awareness and building a broad and sound consensus. ISB supports staffing and operations to the Albanian Center for International Trade (its subsidiary) and provides its consulting services to the Albanian Authorities, international donors, and other organizations, responding to the needs of its clients through local consultants, project managers, PR staff, and networking resources.
