If a ballistic missile, launched from a particular country, were to hit European soil, it would be considered by NATO an attack against all, according to Article 5 of the Alliance’s founding Treaty. Why, then, should a dirty bomb, planted by a terrorist group in, say, a container in a European port, only be viewed as a criminal offence?
